Cannot start new thread. Could someone tell me why?

Hi. I have just joined up, and have logged in etc. but when I try to start a new thread it says I am not allowed.....help!!

that's the thing, what do u do when no one tries to mail u nuthin bout nuthin. even though a mistake has been made, still no effort to stand up and help make things better, just blab it to everyone else except the one who counts
